Overview:
The Clinton Health Access Initiative (CHAI) was established in 2002 to increase access to care and
treatment for people living with HIV/AIDS and to strengthen health systems in resource-poor countries. Over the past few years, CHAI has expanded the scope of our work to include access to high-quality treatment for malaria, new vaccines, and essential treatments for common childhood illnesses such as diarrhoea and pneumonia. CHAI has also increasingly supported governments to build the capacity required for high-quality health care and treatment programs. Currently, CHAI partners with governments in more than 25 countries while more than 70 countries directly benefit from the low-priced drugs and diagnostic test agreements that CHAI has negotiated.

CHAI has been working in the vaccine space in Nigeria since 2011. Currently, our work focuses on supporting the Government of Nigeria to both introduce new vaccines and to increase the coverage rates of all routine vaccines. In 2013, CHAI has started a new program of work to support the Government of Nigeria and state governments to improve the supply chain for vaccines. This work is based on the fact that robust and efficient vaccine supply chains are needed for Nigeria to successfully introduce new vaccines and increase immunization coverage. To oversee all of these vaccine programs, CHAI seeks to recruit a highly motivated individual with strong managerial, communication, analytical, and strategic planning skills for the position of Vaccines Program Associate Director, based in Abuja.

The Vaccines Program Associate Director will provide high-level management to CHAI's vaccines program in Nigeria, which includes sub-programs focused on routine immunization, vaccine supply chain, and new vaccine introduction. The Associate Director will report directly to the CHAI Nigeria Country Director, and will work closely with the Vaccines Program's Director, Routine Immunization Program Manager, Supply Chain Program Manager, and New Vaccine Introduction Program Manager. The Associate Director will help coordinate and support CHAI's vaccine team on the ground (in Abuja and in the states) to achieve the program's objectives, and will play a leading role in building relationships with key stakeholders in the Nigerian immunization landscape, including the National Primary Healthcare Development Agency, State Ministries of Health, other government agencies, and partners.

Responsibilities:

    With the Program Director, oversee all aspects of the management of CHAI's Nigerian vaccine programs, including planning, budgeting and forecasting, M&E, implementation and reporting.
    Work with Vaccines Program Managers to set program direction and goals, defining targets and measuring program performance across the Routine Immunization program, the Supply Chain program, and the New Vaccine Introduction program. Establish aggressive operational program milestones and achieve program objectives.
    Provide both high-level strategic direction and guidance on programmatic challenges.
    Oversee administrative activities related to the vaccines programs, including closely liaising with the CHAI Nigeria Manager of Operations and the CHAI Country Director to manage overall vaccine program budget, logistics, and Human Resources.
    Work closely with the Country Director, Vaccine Director, and Vaccines Program Managers to ensure timely delivery on project activities that involve partner organizations.
    With the Vaccine Director, build high level relationships with national, state level, and international stakeholders in the immunization space.
    Provide high-quality technical assistance to the Government of Nigeria as needed/requested, often within an urgent timeframe.
    In co-operation with CHAI's global Vaccines Team, ensure program implementation and reporting is in accordance with donor's requirements and specifications.
    Maintain a thorough understanding of the vaccines landscape in Nigeria and overall health systems priorities and gaps throughout the country.

Qualifications:

Proactive, resourceful individuals with strong managerial, communication, strategic planning, and analytical skills are required for this role. Specific requirements include:

    A Master's Degree in business administration, international policy, public health, or equivalent work experience.
    A minimum of 8 years experience in private or public sector, with increasing levels of responsibility and leadership.
    Exceptional communication and client management skills with ability to diplomatically and clearly communicate complex ideas with well developed structure and logic.
    Ability to navigate complex government processes and favorably influence decision-making in a professional and collaborative manner.
    Ability to work with humility and not seek personal credit for the work or contributions, even where credit is due; commitment to ensuring our government partner is the owner of our work together.
    Ability to manage staff and develop coherent programs with substantial ambiguity and changing circumstances.
    Ability to lead as a team player, mentor, manager, and role model, demanding top performance from self and in partnership with the entire team.
    Highly developed strategic perspective with a simultaneous ability to focus on the details.
    Well developed quantitative and analytical skills with ability to develop and apply quantitative models including use of Excel and other tools to address specific challenges and improve working practices with a focus on outcomes.
    Ability to create compelling, logical presentations, using PowerPoint and other communications media.
    Demonstrated ability to troubleshoot and achieve maximum impact and efficiency with limited human and financial resources.
