Mercy Corps has been working in Nigeria since 2012. Our country programs currently focus on
conflict mitigation, economic development, girls’ education, and girls’ financial inclusion. Mercy Corps Nigeria is launching two new programs, in consortium with other NGOs, aimed at promoting household economic development and financial inclusion.

Under the Systems Transformed for Empowered Action and Enabling Responses for Vulnerable Children and Families (STEER) program, led by Save the Children, Mercy Corps will implement household economic strengthening activities (HHES) for caregivers of orphans and vulnerable children (OVC).

Activities:


  •     Develop STEER standards and principles for HHES.
  •     Conduct financial services mapping exercise in target areas to determine what options are currently available for OVC households and what financial services are in demand. Build on existing work done by the USAID-MARKETS and DFID-AFINA programs, as well as Mercy Corps' research on financial inclusion for adolescent girls in Northern Nigeria.
  •     Identify private sector (PS) actors, assess their viability for engagement, and develop a business case for PS engagement in OVC HHES.
  •     Test methodologies and survey instruments for market and labor demand, including the Household Economic Vulnerability Tool (HEVA).
  •     Identify a set of potential interventions for nutritious food production and small animal husbandry, taking into consideration labor-sensitive technologies and indigenous crops.

Methodology:

The consultant should adapt Mercy Corps existing labor market assessment tools, as well as other relevant tools available from consortium partners.

Consultant Deliverables:
The consultant will deliver the following set of written deliverables to Mercy Corps:

STEER:
• HHES standards and principles;
• Mapping of financial service providers;
• Mapping of PS actors;
• Business case for PS engagement;
• Brief summary of the testing of market/labor survey instruments and methodologies;
• List of potential interventions that take into consideration labor-sensitive technologies for food production, small animals and nutritious indigenous crops.

Organizational support:

The consultant will be supervised by Mercy Corps Nigeria’s Country Representative, who can provide background information on these two programs. Members of Mercy Corps’ Technical Support Unit (based in the US and Europe) can provide limited remote technical support, if required.

Timeframe / Schedule:

Mercy Corps anticipates that this assignment will require 26 days, based on a 6 day work week, subject to discussion and agreement with the consultant. The workplan is roughly outlined below:

Identify and assess PS actors for HHES engagement, conduct mapping of financial services / private sector entities 10 days
Develop technical brief on business case for private sector engagement in OVC issues 3 days
Test methodologies and survey instruments for market and labour demand, including the HEVA 5 days
Identify an appropriate menu of interventions that takes into consideration labor-sensitive technologies for food production, small animals and nutritious indigenous crops 4 days
Development of STEER HHES standards/principles 4 days
TOTAL 26 days
