Context: Under overall supervision and guidance of the Chief of Mission (COM) of IOM Nigeria, under
direct supervision of the Program Officer - Immigration Border Management (IBM), and in close collaboration with relevant units at IOM Regional office in Dakar and IOM Headquarters in Geneva, the successful candidate will be responsible for overseeing Reporting and Program Development activities in Nigeria.

Core functions/responsibilities: 1. Independently provide full range of programme/project Reporting, Programme Development and Monitoring and Evaluation of IOM activities in the Country in close coordination with IOM Lagos and RO. 2. In close coordination with the RMO and RO respective units, assist the Programme/Project Manager in monitoring, assessing and evaluation project/programme activities particularly on administrative, budgetary and financial aspects or operational activities, and in planning new features that add value to the project’s overall goals.
3. Work with experts, consultants and other project participants to ensure that logistical arrangements and internal procedures for monitoring and reporting are well understood and implemented. 4. As required by the mission, help in maintaining liaison with local governmental authorities and diplomatic donor missions, UN-agencies, international and non-governmental organizations, and other cooperation entities. 5. Participate in meetings, work sessions and events related to migration matters, as well as coordinate the activities of the Technical Working Group on Migration. 6. Submit proposals for appropriate responses to developments in the field of migration and governmental policies affecting IOM activities, as well as for new IOM actions in the Country. 7. Prepare regular and special reports according to IOM and donor formats as required, and update regularly and report to donors covering IOM activities; prepare briefings and background information requested by the mission or HQs, the local Government and other entities. Provide support in making project revisions, including adjusting project budgets on the basis of changed work plans. 8. Perform such other duties as may be assigned. Desirable Competencies:

Technical a) effectively applies knowledge of migration issues within organizational context; b) works effectively with local authorities, stakeholders, beneficiaries and the broader community to advance country office or regional objectives.

Desirable Qualifications and Experience a) completed advanced University degree from an accredited institution in International Relations, Social Science, Economics, Law, Humanitarian affairs or related field; b) minimum of two years (or four years of experience for candidates holding a first level university degree) experience in project administration; c) knowledge of social and development issues as well as general migration related issues; d) good knowledge of project development, administration and evaluation concepts and procedures.

Language:
Thorough knowledge of English. Knowledge of French an advantage.
