About the Organization:
The concerned organization is a new Secretariat that is being established by a Financial Services Regulator in Abuja, Nigeria. The Secretariat will support the implementation of a financial services program for the low income population, and perform the data gathering, analysis, and management functions.
About the Job:
The Financial Services Regulator is seeking a Data Manager for the Secretariat. S/he will have overall responsibility for the development of the appropriate methodologies for regular data gathering from functional departments within the regulator and external agencies, conduct analysis, make recommendations based on the findings, and disseminate the information to the public. S/he will report to the head of the secretariat.
Tasks and Responsibilities:
- Provide strategic direction for the data collection and analysis function of the program;
- Develop strategies to provide tools for analyzing data that addresses policy related issues;
- Design processes and templates for data collection from a range of sources, which requires working collaboratively with stakeholders;
- Maintain an appropriate database for reports and outputs of the program;
- Liaise with external agencies to identify new data collection initiatives and generate professional, high quality documents under tight time constraints;
- Develop relevant methods that include data gathering to track and monitor progress towards achieving the stated targets of the program;
- Conduct gap analysis using data from the Regulator and external providers, and knowledge of the Nigerian financial market, to determine where policy and regulation can support the further development of the market;
- Oversee the preparation of monthly reports for relevant committees of the program;
- Work closely with the functional departments within the Regulator as well as other external stakeholders in the design and collection of the relevant data.
Qualifications:
- First degree in Business, Finance, Economics, Econometrics, Statistics, Engineering or other related disciplines. Master's degree would be an advantage;
- Minimum of 7 years of experience within the financial sector, working as data manager with several years at a senior management level;
- Experience using data to address financial sector policy related issues, as well as interpreting and analyzing large volumes of supply and demand data from financial institutions;
- Technical expertise in undertaking research and conducting complex analysis;
- Strong analytical and logical approach to problem solving;
- Ability to use and interpret data to help make evidence-based policy decisions;
- Advanced knowledge and skills in Microsoft Office and statistical software packages;
- Demonstrable strong presentation skills with the ability to communicate technical findings clearly and concisely.
