Established in 1951, IOM is the leading inter-governmental

intergovernmental and non-governmental partners. IOM is dedicated to promoting
humane and orderly migration for the benefit of all. It does so by providing
services and advice to governments and migrants.
Context
Under the overall supervision of the Chief of Mission (CoM)
of IOM Nigeria, and under direct supervision of the Diaspora Mobilization
Officer and in close collaboration with the Program officer Data and Policy the
successful candidate will contribute to the implementation of the 10th EDF
European Union funded project, “Promoting Better Management of Migration in
Nigeria”, with particular focus on the Nigerian National Volunteer Service
(NNVS) as a key IOM partner. The overall objective of the project is to enhance
the capacity of the Government of Nigeria to manage migration in order to
maximize its developmental potential.
Objective
The On-line Portal Assistant will manage the portal and
contribute to enhancing the capacity of NNVS to provide relevant information
for diaspora mobilization as part of the project activities of the EU-funded
project “Promoting Better Management of Migration in Nigeria’’.
Core functions /
responsibilities
Assist to identify
relevant training areas for NNVS staff and train them in the application,
maintenance and management of the portal and the diaspora data base.
Assist NNVS to
effectively deploy services of the portal, to reach out to professional,
cultural, religious and cross cultural diaspora organizations to inform and
promote the portal and participation of diaspora members in the on-line
registration.
Support liaison
with NNVS to efficiently and creatively link Nigerian diaspora with relevant
and beneficial information for their effective engagement with the Government
of Nigeria
Support NNVS to
creatively use the portal to collate professional profiles of diaspora members
for the purpose of matching them to skill needs and gaps at home.Support NNVS
to implement procedures for maintaining a high level of confidentiality of
Portal users especially statistics, information and records of diaspora members
participating in the on-line mapping.
Assist NNVS to
effectively use the portal to compile information on diaspora related issues,
such as Repertory of investment projects by diaspora, Directory of existing
temporary return programmes for qualified diaspora members.
Assist in carrying
out training for NNVS in monitoring activities on the on-line portal to identify
information needs, and challenges of diaspora members in the use of the portal.
Support NNVS to
use the portal, to establish dynamic working relationships with the Nigerian
Consulates on relevant diaspora matters and on the training of consulate officers
on information for diaspora.
Assist NNVS in the
creative use of the portal to engineer visibility of government programmes and
diaspora initiatives.
Perform such other
duties that may be assigned.

Technical
a)strong IT background possessing proficiency in the use and
application of on-line portal, MS Office, web-based applications and ability to
assist in research on emerging diaspora issues.
Desirable Qualifications and Experiences
a) University degree in Information Technology/Social
Sciences/Humanities or related field school degree/ diploma; b) five years of relevant
experience in IT related field. c) ability to keep confidentiality of clients
information; d) must be respectful and possess cultural awareness and
sensitivity; e) demonstrate flexibility and sound work ethics; f) must have
strong communication skills, excellent drafting and reporting skills; g)
knowledge of social and development issues in Nigeria, particularly related to
labour issues, migration and diaspora.
Language
Thorough knowledge of English (both written and spoken).
Working knowledge of other IOM official languages (French & Spanish) will
be an advantage. Knowledge of one or more Nigerian languages is a plus.
